What the city already picks up

The City of Des Moines Public Works Solid Waste Division provides weekly residential garbage, recycling, and year-round yard-waste cart collection. That is municipal cart service for typical 1–4 unit residential premises. It is not a private franchise that forces every project dumpster through one company.

For a small cleanout, the city’s stickered bulk and appliance pickup — and seasonal SCRUB drop-off — can be enough. Those programs are a partial substitute for a small pile, not for construction debris or a kitchen demolition.

Street vs. driveway

Public right-of-way sits outside the private property line. Using it generally requires City permitting and is enforceable by City staff. Operators commonly treat a driveway or other private-property placement as not needing a city dumpster permit.

If you think the box has to sit in the street, ask the city first. The Permit and Development Center number published and cited for this question is (515) 283-4200. Do not take a dollar amount from a hauler blog as the official fee; those numbers disagree.

Disposal is not the same as an exclusive rental franchise

Metro Waste Authority runs regional landfills (Metro Park East / Metro Park West) and some suburban member-community collection contracts. Where a load is dumped is not the same thing as “only one company may rent you a temporary box inside Des Moines.” No city page we found names a single firm as the only legal temporary roll-off provider.
